WENDELL, NC, USA - Last month the Electric Boat Division of General Dynamics Corporation announced that the United States had awarded them a contract worth $293,000,000 for design and construction efforts this year - the down payment on a five-year $1,100,000,000 plan. June 5 is the official launching date for the Jimmy Carter, a new submarine. And two weeks ago Groton, Connecticut, celebrated the keel-laying for another new submarine. Electric Boat Division has completed its plans for refitting the four oldest submarines still in service to make them faster and deadlier - no cost figures available for this at the moment.

No one knows exactly how much money General Dynamics contributes to politicians and political campaigns, and there are only estimates as to how much money employees of Electric Boat Division give to their favorite politicians, chiefly Republicans. Let's call it what it really is: not contributions, not gifts, but rather investments in the future of the company.

Have I missed something? Or are the terrorists employing submarines in their rage and fury against America and Americans? For several years, the Russians have been mothballing submarines that they cannot afford to maintain any longer. There are "rumors" about the Russian desire to design a new "faster and deadlier" line of submarines - but how can we be sure that this "rumor" comes from Moscow and not from Langley? We have been fooled before, you know.

We have successfully employed the "containment" strategy against our former foes, the Soviets and their allies. In all those years of spending on armaments, we were promised that the day would come when "containment" would be successful, the Russians would have to step back from the brink, peace would break out, and we would have a magnificent "peace dividend."

No such thing. It does not happen. It cannot happen. Organizations like General Dynamics and Electric Boat have invested too heavily in the U.S. Government to allow any cutbacks in the development and construction of ever bigger "faster and deadlier" machines of death. Do you want to see the results of this kind of investment? Go to the "Boneyard" of the U.S. Air Force and see the billions of dollars worth of airplanes mouldering in the desert - or the dozens of places were the U.S. Navy has been mothballing aged ships.

If we would successfully take away such wasteful spending on the military and insist that all armaments must be "defensive" in nature, we could be assured that some maniacal Commander in Chief cannot drag the entire country into imperial wars of aggression and occupation. If only the U.S. "defense" budget had been pruned by fifty or sixty or seventy percent when the Soviet Union broke up, there would be no question about taking care of the needs of this country for education, infrastructure, the aged and infirm, new energy sources for transportation - the list goes on and on - and there would be no question about a unilateral effort to invade and occupy a country without a declaration of war against us. In the end, why must we assume that submarine construction must go on and on, when we cannot identify an enemy to use these machines against?
